EGYPT / NEW CUSTOMS REGULATIONS

Egypt is implementing new Customs rules as from February 1st 2016 to prevent smuggling and misdeclaring of cargo values in an attempt to avoid Customs duties.

It is now mandatory for customers making shipments to Egypt to provide the below documentation for all shipments, irrespective of whether a bill of lading or waybill is issued:

Commercial invoices attested by the Chamber of Commerce (shippers responsibility).
Certificate of origin legalized by the Egyptian embassy or consulate at origin country and attested by Chamber of Commerce  (shippers responsibility).

Manufacturer details (Name, Address, Tel. No., Fax No. and website) to be included
within the commercial invoice Shipper to provide to consignee and consignee to provide for customs clearance.

Value declaration form along with each customs declaration to be authenticated by consignee  bank signature (consignees responsibility).

All documents must be sent through consignee's bank based in Egypt irrespective of whether an L/C is involved important for shipper and consignee.

The consignee named in the B/L must show an address in Egypt whether this the bank, forwarder or receiver (shippers and carriers responsibility).

The bill of lading can be consigned To Order(not waybills) but should finally be endorsed by a consignee with address in Egypt.

Import information for both shipper and consignee.
Shippers should check with receivers for to confirm compliance with the new regulations which take precedence over any existing L/C agreements. Any delays or additional expenses incurred as a result of non-compliance with Egyptian Customs regulations remain for the account of the merchant.

The above guidance is not definitive and the merchant remains responsible to check that shipments and documentation comply with local regulation as customs regulations change constantly lately.
