Verified Gross Weight (VGM) - SOLAS (Safety of Life at Sea convention)

As from 1st. July 2016, the amendment of the SOLAS Convention for loading containers on board seagoing vessels will be in force. The weighing of containers is then internationally mandatory.

The purpose of the weighing is to secure the stability of sea-going vessels, to avoid the stack of containers on board being too heavy and to secure the proper lashing of the containers on board.

Unwanted Situations could arise because actual weights of containers that are placed on board do not match by the specifications advised by the shippers in the ship's documents gross weights.

The KVNR is satisfied that the rules are tightened and previously supported the proposal of the International Maritime Organization (IMO) for the required certified calculated weights of containers.

Containers of which the weight is not weighed or calculated in a certified manner are not allowed on board as from 1st. July 2016. Also, although weighed, or where the weight has been calculated, containers will be refused on board where it is appears that advised weights are significantly different from the actual weight.

Benchmark
The regulators in Dutch Ports will decide not to take a container on board a sea-going vessel is if it turns out that the difference between the specified and actual mass has a margin of 5% of the mass of the container with a minimum of 500 kg. With regards to the accuracy it is not important whether this mass is being determined by weighing the container or by calculating same manually.

Determine
The gross weight of all loaded containers that will be placed on board at sea-going vessel should be determined and should be done before loading them on the seagoing vessels. This must be done shippers and can be done in two ways:
1) to weigh the laden container physically through a calibrated & certified weighing machine (i.e. weighbridge).
2) through the use of an approved method to calculate the total weight of cargo, pallets, packaging materials and the unloaded weight (tare) of the container.

The gross weight of the laden containers should be determined before they will be take on board of vessels. This can be done in two ways;
1) to weigh the laden container physically through a calibrated & certified weighing machine (i.e. weighbridge).
2) by the weighing of all packaged cargo – including the weight of the pallets, the packaging and the lashing material – which will be loaded in the container, after which the total weight of the laden container is calculated by the unloaded weight of the container and the sum of all load weights summing individual packaged in accordance with a certified method approved by the competent authority in the country to which the container is loaded (method 2).
